Evans City Borough is excited to announce it has received a $300,000 grant for the Rt. 68 Culvert Improvement Plan project from the Pennsylvania Department of Community & Economic Development’s Local Share Account (LSA) Statewide program. The grant award was officially approved at the December 18, 2025 meeting of the Commonwealth Financing Authority (CFA) board.
The Rt. 68 Culvert Improvement Plan focuses on one of the largest outfalls to Breakneck Creek, which is located under SR 68 (West Main Street). The existing culvert, originally constructed from stone, earthen material, and wood, is now in critical condition and is not surrounded by proper backfill, making the road above less stable and putting SR 68 at risk for a possible sinkhole. SR 68 is the main roadway through Evans City Borough and serves approximately 16,000 vehicles daily, including heavy trucks and emergency vehicles.
The grant funding will be used to develop engineering plans, traffic requirements, and initial site investigations necessary for future repairs. This important planning phase will help Evans City Borough coordinate with agencies such as PennDOT, the Pennsylvania Railroad, and the Evans City Water and Sewer Authority. The ultimate goal is to remove the risk of a road collapse and ensure the safety and reliability of this vital thoroughfare.
Evans City Borough thanks the PA Department of Community & Economic Development for supporting this critical infrastructure project for the community.
