Evans City Secures $600,000 LSA Grant for Stormwater Infrastructure Upgrades
November 6, 2024

On October 22, 2024, Evans City received notification of a Local Share Account (LSA) grant award in the amount of $600,000 from the Pennsylvania Department of Community and Economic Development (DCED), Commonwealth Financing Authority (CFA). The award was made in response to a November 2023 application to the CFA.

All funds are ear-marked for additional Borough stormwater work that will include replacement of storm sewer along the entire length of Martin Alley as well as four additional segments of storm sewer from Breakneck Creek back to North Washington Street – including Dunbar Avenue, Wahl Avenue, Sarah Alley, and Stewart Alley. As with the recent Elizabeth Avenue stormwater project, each corridor will include a concrete headwall to minimize outfall pipe damage as well as a backflow preventer to help impede flooding in this low-lying residential area.

Evans City Borough Council member Mark Widdersheim said, “Replacement of Evans City’s outdated stormwater infrastructure is critical. Cracked and collapsed vitrified clay pipe from the 1940s and 50s is no longer viable nor acceptable. The Borough’s engineers are employing advanced watershed hydrologic design analysis as well as specifying modern construction materials to meet challenges presented by more frequent severe storms. That means higher hydraulic capacity (diameter) pipe and additional catch basin inlets to drain precipitation more quickly.”

“Evans City is incredibly fortunate to have received nearly $1.2 million in grant funds over the past 24 months to facilitate these crucial infrastructure projects. My appreciation goes to many people who are making these projects happen, but I’ll start with Butler County Commissioners Osche, Geyer, and Boozel as well as Mr. Mark Gordon (over $588,000 in grant funding toward Evans City’s Phase I projects) as well as 47th District Senator Elder Vogel and 12th District Representative Stephenie Scialabba for their backing of Evans City’s most recent LSA grant funding request. We are a community of limited resources. None of this could be accomplished without advocates from the County and the Commonwealth helping to procure funding from outside the Borough’s coffers.”

In addition, the Butler County Municipal Infrastructure Bank (MIB) recently made available an additional $550,000 low-interest loan to Evans City for use in completing upcoming stormwater work.
