Evans City Borough is the recipient of two recent Pennsylvania Commonwealth Financing Authority (CFA), Department of Community and Economic Development (DCED) grants that will financially support the continued re-build of stormwater infrastructure. On January 20, 2026, the Borough was awarded $300,000 for Phase 3 of the Stormwater Conveyance Improvements initiative under DCED’s ‘Small Water and Sewer’ (SWS) grant program. In addition, another $300,000 was awarded for planning/engineering work to support a longer-term solution for a culvert carrying a perennial tributary to Breakneck Creek under Route 68 (near the railroad tracks). The latter was awarded on December 18, 2025 under the ‘Statewide LSA’ grant program.
In recent years, the Borough has completed rebuilds of the Elizabeth Avenue stormwater conveyance corridor ($655K, in 2024) as well as the Martin Alley stormwater corridor ($462K, in 2025). In addition, construction work has started along both Stewart Alley and Wahl Avenue in the segments between North Washington Street and Breakneck Creek. The new SWS grant funds will be utilized to support bidding and construction of additional upgrades along Stewart Alley, which is already designed and a near-term construction priority.
The Borough expresses its deep appreciation to 12th District Representative Stephenie Scialabba and 47th District Senator Elder Vogel for their backing of our grant requests for these critical infrastructure projects.
